Bachelor’s degree in accounting or related field; four years of responsible accounting and budgeting experience, preferably in a utility rate environment, including experience working with revenue requirements and cost recovery programs; or equivalent combination of training and experience. Considerable knowledge of accounting principles, practices and methods; ability to assemble and analyze data recognizing change and, if there are any deficiencies, recommend remedies; ability to interpret, apply and explain federal, state and local laws, codes and regulations and determine their impact on accounting functions; considerable skill in the use of Excel, Word, PowerPoint in-house project tracking systems, and the County’s financial system; considerable knowledge of budgetary and business management practices; good knowledge of office practices and procedures; considerable skill in preparing accurate and complete financial and customized reports, considerable skill in time management, attention to detail and follow through; ability to understand complex instructions, policies and data; ability to devise and apply effective accounting procedures; ability to present ideas and recommendations clearly and concisely, both orally and in writing; ability to establish and maintain effective and harmonious team relationships with co-workers; and good professional judgement.
