Position Description

Harris County Tax Assessor-Collectorโ€™s Office is seeking a Property Tax Data Analyst to join our team!

The Harris County Tax Assessor-Collectorโ€™s Office is seeking a dedicated, detail-oriented, and technical-focused Property Tax Data Analyst.
Reporting to the System Support Assistant Director, the Property Tax Data Analyst provides critical technical and operational support to the Property Tax Division within the Harris County Tax Assessor-Collector's Office. This role ensures accurate billing, data integrity, and system reliability by performing data analysis, system testing, and data file processing. This position is key in maintaining the accuracy and functionality of the ACT property tax system and related workflows.


About the Tax Assessor-Collector

The Harris County Tax Assessor-Collectorโ€™s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks including:


Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.

Motor Vehicle Services:ย Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.

Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.

Additional Revenue Collection: Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the countyโ€™s needs.


Duties and Responsibilities

  • Process monthly data files from the Harris, Fort Bend and Montgomery Central Appraisal Districts into the ACT property tax system.

  • Generate and mail various property tax statements, including current and prior year statements, delinquent notices, and other various types of statement mailings.

  • Coordinate statement files with print vendor such as certified agent bulk packing and other monthly mailings.

  • Manage the annual mortgage company notification mailing.

  • Analyze property tax data and resolve discrepancies using SQL queries and database tools.

  • Conduct regression testing and validate system functionality prior to code migration.

  • Load and validate system updates from delinquent law firms and other internal system files such as quarter payment plans, write-offs, and escheatment's.

  • Process returns mail file to maintain accurate statement records.

  • Generate and distribute monthly delinquent data files for law firms and public information requests.

  • Support property tax operations by assisting with billing inquiries and Central Appraisal Districts value discrepancies.

  • Perform ACT password resets, new user setup, and work order.

  • Perform other duties and responsibilities as assigned.

Requirements

Education & Experience:

  • Bachelorโ€™s Degree in Accounting, Legal Studies, Finance, Business Administration, Public Administration or a related field from an accredited college or university

    • Relevant experience may substitute for the required education.

  • Three (3) years of work experience in a professional office environment, with experience in Data Analysis, Business Analysis, or Production Support.

OR:

  • Associates degree in information technology, computer programming or equivalentย from an accredited college or university

  • Five (5) years of work experience in a professional office environment, with experience in Data Analysis, Business Analysis, or Production Support.

*Education and experience may substitute for one another on a year for year basis.ย 



Knowledge, Skills, and Abilities:

  • Proficient in SQL, TOAD, Oracle, Monarch, and FileZilla and other data query tools, system navigation, and file management.

  • Proficiency in Microsoft Office Suite (Advanced Excel, Outlook, Word,) and related applications for data analysis, documentation, and communication.

  • Ability to interpret and process complex data files from appraisal districts and third-party vendors.

  • Ability to maintain high accuracy in data processing, reporting and documentation.

  • Excellent organizational and time management skills to manage cyclical billing cycles and ad-hoc requests.

  • Familiarity with regression testing methodologies and quality assurance practices.

  • High attention to detail, particularly with large data sets and mailing operations.

  • Ability to work independently while coordinating with cross functional Property Tax teams.

  • Strong written and verbal communication skills to respond to internal and external stakeholders.

  • Proven ability to prioritize tasks, manage workflows, and meet deadlines in a fast-paced, high-volume setting.

Working Hours:

  • Work Hours: 7:45 am โ€“ 4:45 pm subject to early mornings, late evenings and weekends

Working Conditions, Mental & Physical Demands:
  • Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.

  • Largely sedentary role with minor physical effort required, however, it may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting up to 10 lbs. or similar activities (e.g., filing, delivering, sorting).

  • Work assignments are diversified. Examples of past precedent are used to resolve work problems. New alternatives may be developed to resolve problems.

  • A frequent volume of work and deadlines impose strain on a routine basis.

  • Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).
