The Executive Office of
Health and Human Services - Data Office is seeking a Senior Business Analyst to
play a crucial role in Data platform implementation. The Data Office will be
supporting the Department of Public Health (DPH) in the implementation of a
Local Public Health Data Platform. This platform will serve as a key
operational and reporting interface for the 351 local and regional boards of
health in Massachusetts, housing key workflows, such as inspections and permitting;
collecting pertinent data from local boards of health; and allowing reporting
out to local boards of health using data held by the Department of Public
Health, such as immunization rates and other key public health information.
Utilizing a combination of Salesforce, Mulesoft, Snowflake, InformaticaΒ (IICS),
and Tableau, the new local public health data platform will represent a
major transformation in how information flows between the state and municipal
governments. An outside consultancy is responsible for the build and
implementation of the application. Data Office staff, including this role, will
serve as assistance and internal subject matter experts through the
implementation.
This role will be expected to become familiar with the business
case and outcomes, understand what is being proposed and built by the vendor,
and to approve and validate what has been proposed and built. There will be
opportunities to build key infrastructure and reports to support the business,
and participate in other DPH workstreams, such as the Data Modernization
Initiative. Post-implementation, the EHS Data Office will support and maintain
the data and reporting infrastructure that has been built as well as support
the Office of Local and Regional Health to meet their data-driven goals. The
ideal candidate is an expert in project requirement analysis,Β data
management and analysis, collaboration with internal and external stakeholders,
documentation of requirements, translation of business requirements to
technical specs, presentations and project management when needed. You can
clearly articulate and present feedback on project and process documents shared
by vendors. In this role, you are comfortable speaking to both business and
technical stakeholders to ensure combined understanding and collaborative
solutions. This role will be expected to own tasks and follow-up related to
cloud data platform requirements and implementation activities and establish
well documented best practices and processes.
