JD:

Business needs include but are not limited to:
· Provide process analysis, systems analysis, and process and system design to implement and test Sound Transit Phase 3 related business needs;
· Provide process analysis, systems analysis, and process and system design to implement and test Amendment (change and extend) processes for the Construction Management Plan Approval Process;
· Provide process analysis, systems analysis, and process and system design to implement other new record types and processes, as required by business needs;
· Provide process analysis, systems analysis, and process and system design to enhance the implementation of already implemented or new record types and processes;
· Provide process analysis, systems analysis, and process and system design to configure and support all aspects of Accela Automation, Citizen Access, Open Counter and other Accela solutions;
· Provide process analysis, systems analysis, and process and system design to support the migration to the new Accela Portal experience .
Minimum qualifications are required for a Consultant to be eligible to submit a proposal response. 
1. Staff assigned to project must have at least 5 years of experience with Accela Automation and highly customized Accela Citizen Access environments.
2. Staff assigned to project must have at least 5 years’ experience performing Business Analysis in a municipal government setting.
Staff assigned to project must have at least 3 years’ experience working with Accela implementations for a large Municipal or State Department of Transportation
