Job Description:

  • Provides business analysis support to DCSA EPM in support of IT acquisition and software development programs.
  • Analyzes, documents, and validates business and functional requirements.
  • Develops process documentation, workflows, metrics, and reporting artifacts to support data-driven decision-making.
  • Supports process improvement initiatives using structured methodologies such as DMAIC.
  • Supports ServiceNow-based enterprise IT solutions and modernization efforts.

Key Responsibilities:

  • Gather, analyze, and document business and functional requirements for IT projects.
  • Develop process maps, workflow diagrams, templates, and documentation.
  • Support DoD Software Development projects and acquisition lifecycle activities.
  • Develop and maintain performance metrics and reporting dashboards.
  • Perform Six Sigma process improvement initiatives following the DMAIC cycle.
  • Produce professional documentation including policies, procedures, training materials, and executive reports.
  • Support governance activities and executive-level briefings.
  • Coordinate with cross-functional stakeholders to ensure requirements traceability and solution alignment.

Qualifications:

Citizenship: U.S. citizenship required.

Education:

  • Bachelor’s degree (or higher-level degree) required.
  • Substitution permitted per PWS qualifications criteria.

Experience:

  • Minimum five (5) years of experience gathering, analyzing, and documenting business and functional requirements.
  • Minimum five (5) years of professional writing experience (process documentation, workflows, guidelines, procedures).
  • Minimum five (5) years of DoD program experience.
  • Minimum five (5) years supporting DoD Software Development projects and programs.
  • Minimum five (5) years of experience developing processes, tools, templates, and performance metrics.
  • Minimum five (5) years managing Six Sigma/DMAIC projects.
  • Minimum 1–2 years demonstrated knowledge of utilizing ServiceNow.

Skills:

  • Proficiency in Microsoft Office and SharePoint.
  • Strong analytical and documentation skills.
  • Ability to translate complex technical information into executive-level summaries.
  • Strong stakeholder engagement and communication skills.
  • Ability to work independently in a non-personal services contract environment.

Required DoD Systems, Tools, and Framework Experience:

  • DoD Adaptive Acquisition Framework (AAF) familiarity
  • Software Acquisition Pathway (SWP)
  • Business Capability Acquisition Cycle (BCAC)
  • Requirements management and traceability practices
  • Agile frameworks (Scrum, Kanban)
  • Six Sigma / DMAIC process improvement methodology
  • ServiceNow (ESD or ITSM modules preferred)
  • Microsoft Office Suite (advanced Excel and PowerPoint preferred)
  • SharePoint and collaboration platforms
  • Performance metrics development and reporting dashboards
  • Familiarity with FAR/DFARS environment
  • Experience supporting DoD IT or enterprise modernization initiatives
