The International Trade Administration (ITA), through the Office of the Chief Financial and Administrative Officer (OCFAO), seeks a highly skilled Financial Analyst to provide critical financial operations support for enhancing its domestic and overseas financial systems. This role will contribute to the Division of Financial Management and Administrative Oversight (BFD), ensuring ITA-wide compliance, effective reporting, and operations related to internal controls, system interoperability, and the implementation of financial policies.
**Key Responsibilities:**
- Provide technical and functional support across various financial systems, including Commerce Business Systems (CBS), the Department of State's Global Financial Management Systems (GFMS), and the National Finance Center (NFC).
- Contribute to key themes such as financial modernization, compliance with OMB A-123, development of standardized procedures, and support of strategic financial initiatives, including the North American Free Trade Agreement (NAFTA) and the Corporation for Travel Promotion (CTP).
- Perform comprehensive financial analysis and develop design documents that propose effective solutions.
- Create and implement training plans, and conduct training sessions for stakeholders to ensure compliance with financial policies and procedures.
- Review existing general ledger balances to identify necessary journal vouchers and/or adjusting entries.
- Monitor and reconcile SF-132/SF-133 documentation to maintain financial accuracy.
- Conduct quarterly Undelivered Order (UDO) Reviews and monthly Unmatched Cost Reconciliation activities.
- Develop and refine internal control policies, standards, and procedures; conduct OMB A-123 testing to assess financial integrity.
- Engage in special project analysis, overseeing programs related to NAFTA and the Corporation for Travel Promotions (CTP).
- Bachelorβs Degree (BS/BA) in Finance, Accounting, or a related field.
- Approximately 8 years of relevant experience in financial analysis and operations.
- Strong analytical skills and proficiency in financial software systems.
- Demonstrated understanding of federal financial management regulations and reporting standards.
- Excellent communication and training skills to effectively convey financial information to diverse audiences.
