Position Summary

The Rates and Regulatory Financial Analyst 3 will lead in the design, forecasting, modeling, and regulatory aspects of both CoServ Gas and CoServ Electric cost of service studies, rates and tariffs. The position is responsible for understanding regulatory frameworks as promulgated by the various regulators in the state, including the Texas Railroad Commission, Public Utility Commission of Texas (PUCT), and Electric Reliability Council of Texas (ERCOT). The Rates and Regulatory Financial Analyst 3 will support the finance, treasury and accounting departments and participate in various other projects as required and directed by CoServ’s CFO and the Director of Finance.

ResponsibilitiesΒ 

  • Lead in the development, design, implementation, and management of the organization’s cost of service studies for both electric and natural gas distribution to residential and commercial accounts
  • Act as the project manager and lead internal focus groups and teams with the purpose of changing tariff design and then tariff wording along with timelines to ensure public notification requirements are adhered to
  • Prepare board presentations for any rate design changes or communication relative to cost of service studies, tariff changes or substantial or impactful changes surrounding the external governing bodies (PUCT, ERCTO, TXRRC, etc.)
  • Leading the development, design, implementation, and management of the official rates and tariffs.
  • Lead in design, forecasting and modeling of revenue requirements of both gas and electric operations.
  • Responsible for obtaining, documenting, and maintaining knowledge of the natural gas and electric distribution utility industries and rules and regulatory aspects governing such including all aspects of the PUCT, ERCOT and Texas Railroad Commission and reporting on any changes and impact of those changes to senior leadership as they occur and at lease annually each year
  • Participate in negotiations and preparations for negotiations and testimony for regulatory bodies and state and local authorities for rate making purposes
  • Prepares reports using spreadsheets, accounting software, or other business intelligence software as required.
  • Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
  • Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.

Secondary Position ResponsibilitiesΒ 

  • Receives training as directed by the CFO and Director of Finance.
  • Attends safety meetings involving safe office procedures.
  • Performs other duties and activities as directed.

Education, Experience, and Certifications RequiredΒ 

  • High School Diploma or G.E.D equivalency.
  • Bachelor’s degree in accounting, finance, or economics
  • 6 or more years of public accounting (audit or tax), rate design, cost of service study or revenue requirements; or
  • Minimum of ten years of accounting, general ledger, or financial reporting experience in the electric or natural gas distribution industries

Education, Experience, and Certifications PreferredΒ 

  • Master’s degree in accounting, finance, mathematics, economics or business administration
  • Licensed CPA or CPA candidate.
  • Utility experience.

Skills and Abilities RequiredΒ 

  • Knowledge of PC software and spreadsheet applications.
  • Ten-key by touch.
  • Must possess excellent communication skills, both written and verbal.
  • Must be dependable, detail oriented and a team player.

Skills and Abilities PreferredΒ 

  • Knowledge of National Information Solutions Cooperative software (NISC).
  • Knowledge of WEBI XI business intelligence software.

Physical RequirementsΒ 

  • Operates office equipment such as a computer, telephone, fax machine, copier, etc.
  • Indoor, office environment.
  • Ability to lift a minimum of 25 pounds.
  • Ability to drive occasionally as needed.
  • Ability to sit for long periods of time.
  • Requires frequent sitting, standing, walking, bending, and reaching.
