The project:

Mace, as part of MPA delivery partner joint venture of Mace-Parsons-Arcadis, have been selected as the Gateway Development Commissions partners of choice to support the GDC across the Gateway Program in New York, inclusive of the Hudson Tunnel Project.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. A milestone project supported by the bipartisan Infrastructure Investment and Jobs Act (IIJA), the project is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

As a Senior Business Analyst on the Hudson Tunnel Project, you will play a pivotal role in supporting strategic decision-making, optimizing project delivery processes, and ensuring alignment with business objectives. This position requires a proactive, analytical, and detail-oriented professional capable of driving insights, managing stakeholder expectations, and contributing to the success of a large-scale infrastructure project. We are seeking a highly experienced and results-driven PMIS Expert to lead the implementation, administration, and continuous improvement of project management information systems across large-scale capital programs. The ideal candidate will have a strong background in project controls, IT systems integration, and stakeholder engagement across engineering, construction, and government sectors.

You'll be responsible for:

  • Lead the implementation, configuration, and administration of PMIS tools (e-Builder, Kahua, SharePoint, Unifier, etc.) for capital programs and construction projects.

  • Develop and maintain project controls frameworks including cost, schedule, document, contract, and quality management modules within PMIS platforms.

  • Collaborate with stakeholders, IT, and business units to gather requirements, optimize workflows, and ensure system alignment with operational goals.

  • Provide senior-level business analysis, technical documentation, and end-user training to support system adoption and efficiency.

  • Manage dashboards, data modeling, and BI reporting for performance monitoring and executive decision-making.

  • Supervise the integration of various cloud-based platforms and ensure system security, user access, and data integrity.

  • Provide oversight and support for cross-functional teams during all phases of the system lifecycle\: design, testing, deployment, and continuous improvement.

  • Establish and refine SOPs, templates, change management processes, and product release protocols.

You’ll need to have:

  • Bachelor’s Degree in Business Administration, Information Systems, Engineering, or a related field.

  • PMP certification Preferred (active).

  • 10+ years of progressive experience in PMIS administration, project controls, and system integration.

  • Proven expertise with e-Builder, Kahua, Oracle, SharePoint, SAP, and similar PMIS tools.

  • Strong technical writing and communication skills for diverse stakeholder audiences.

  • Demonstrated experience managing federal/state contracts and healthcare, infrastructure, or transportation programs.

  • Proficiency in business analysis tools and techniques, including process mapping, gap analysis, and requirements gathering.

  • Advanced knowledge of Microsoft Office Suite, project management tools (e.g., MS Project), and reporting software (e.g., Power BI, Tableau).

  • Knowledge of Agile methodologies and systems such as Jira is an advantage.

You'll also have:

  • ITIL Foundations Certification.

  • Experience with business intelligence tools like Tableau or OBIEE.

  • Database proficiency in SQL, Oracle, and data modeling practices.

  • Familiarity with procurement systems, ERP platforms, and HRIS integration.

  • Strong analytical, problem-solving, and critical-thinking abilities.

  • Excellent communication and interpersonal skills, with the ability to convey technical concepts to non-technical audiences.

  • Proven leadership and mentoring capabilities.

Note\: The estimated salary for this position is $180,000. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
